If your getting this like I did you problem just updated your ATI drivers to the latest version.
FATAL kernel error: Failed to load OpenCL kernel!
I was running windows xp.
Go to start>>settings>>control Panel>>>add/remove programs.
Remove anything related to ATI.
Then install the old drivers. You can download the ones I used for my ATI Radeon HD 5700 series here:

Viola your phoenix miner should work again after a reboot.
